finally solved by editing devel.module line 57 to make default user id = 1 (admin) instead of null. user 0 values all default to 0. For example posting new content will give me an access denied error in the log as an anonymous user while the content gets posted correctly. EDIT - reading your question more carefully, it is probably the access setting in Views if you are using it, since you are complaining about access denied to pages and blocks, not to the image files, and the server permissions on the image folder in this case are irrelevant. By the way, it is very normal to have to go to /user and login first and then have to go to /admin.
